Elementary Schools HVAC Retrofit
Mechanical and electrical retrofits are planned for Oak Creek, Hallinan, and Westridge Elementary Schools to enable cooling in most occupied spaces. The scope of work will primarily involve modifications within existing mechanical and electrical rooms, as well as upgrades on the roof. Structural enhancements will be required to support the new rooftop units that will deliver the cooling.

Project Updates
October 2025 Status Summary:
The following scope of work has been completed across all three sites:
- District commissioning agent has finalized analysis reports and shared minor corrective items with the contractor
- Owner training has been completed for all three schools
- The contractor has notified the District that all punchlist items have been addressed. The district is confirming
- The contractor submitted O&M manuals, and they are currently under review by the design team
- Substantial Completion Certificate has been fully executed by all responsible parties
- Upon completion of punch list items, the contractor will submit final closeout documentation and billing
Project Manager’s Notes:
- Final inspections and sign-off from city officials are complete, and permits are closed

Hallinan Elementary Screened Rooftop Units
September 2025 Status Summary:
The following scope of work has been completed across all three sites:
- The contractor has completed testing and balancing of new rooftop units at all three schools
- District commissioning agent has finalized analysis reports and shared minor corrective items with the contractor
- The design team conducted a punch walk and issued the punch list to the contractor
- Contractor is targeting completion of punch list items by the first week of October
- The contractor has submitted O&M manuals, and they are currently under review by the design team
- Substantial Completion Certificate has been fully executed by all responsible parties
- Upon completion of punch list items, the contractor will submit final closeout documentation and billing
Project Manager’s Notes:
- Tracking final inspections and sign-off from city officials, as well as the closeout of all open permits
August 2025 Status Summary:
- The following scope of work has been completed across all three sites:
- All electrical scope is complete, including the installation of new conduit from rooftop units (RTUs) to the electrical rooms, pulling of new wiring, and installation of new breakers and switchgear
- New mechanical piping has been installed and routed from the RTUs to the mechanical rooms, connecting to the existing air handler units. Pipe insulation is also complete
- New cooling coils have been installed in the existing air handler units
- Structural upgrades and re-roofing have been completed in two roof areas designated for the new RTUs
- Curbs for the new rooftop units have been installed, and the units have been craned into position
- Metal screening has been installed around the new rooftop units
- The new mechanical systems have been tested and charged with refrigerant to provide cooling. All RTUs have been successfully started and are operational
- Controls for the new RTUs have been installed, and units can now be controlled through the DDC
- Pending work includes final testing and balancing of the new units, followed by commissioning, along with completion of punch list items

July 2025 Status Summary:
- Oak Creek Elementary
- Continued installation of new electrical conduit & mechanical piping from future rooftop locations to the electrical & mechanical rooms inside the school
- Completed structural upgrades to two separate roof areas where future rooftop units will be located
- Contractor began installing curbs and screening for new rooftop units
- Hallinan Elementary
- Structural upgrades are complete, the roof penetrations have been closed and re-roofed
- Installation of curbs and screening for new RTUs is nearly complete
- Electrical wire is being pulled to new units
- Insulation install to the mechanical piping in process
- Westridge Elementary
- Structural upgrades are complete, roof penetrations have been closed and re-roofed
- Installation of curbs and screening for new RTUs is nearly complete
- Electrical wiring has been completed, and installation of new panels in the electrical room is in process
- The contractor began installation of automated controls to new rooftop units
- Insulation install to the mechanical piping in process
Project Manager’s Notes:
- The condensing units were a concern from the start of this project due to long lead times. These units have arrived and are ready for installation ahead of schedule
- The City of Lake Oswego has signed off on the framing inspection for Westridge, Hallinan, and Oak Creek, and the roofs have been closed

June 2025 Status Summary:
- The general contractor mobilized and began construction on Thursday, June 12
- Oak Creek Elementary
- Removed the old rooftop unit in preparation for the installation of a new condensing unit
- Installed new electrical conduit and mechanical piping from future rooftop locations to the electrical and mechanical rooms inside the school
- Successfully completed the installation of new switchgear on the exterior of the school
- Hallinan Elementary
- Performed selective demolition of roof areas where structural upgrades are required for new rooftop units
- Began framing work necessary for structural upgrades to the roof
- Installed new electrical conduit and mechanical piping from future rooftop locations to the electrical and mechanical rooms
- Installed new cooling coils in the existing air handling units inside the mechanical rooms
- Westridge Elementary
- Performed selective demolition of roof areas where structural upgrades are required for new rooftop units
- Completed framing upgrades to the roof structure and installed structural steel for future rooftop unit screening
- Began closing up roof areas with insulation and plywood
- Installed new electrical conduit and mechanical piping from future rooftop locations to the electrical and mechanical rooms
- Installed new cooling coils in the existing air handling units inside the mechanical room
Project Manager’s Notes:
- The contractor notified the district of a three-week delay in the delivery of the new condensing units. Despite the delay, the revised delivery timeline is not expected to impact the overall project schedule. The district will continue to monitor the situation closely
- Carlson Testing completed special inspections at Westridge. Additionally, the City has signed off on the framing inspection for Westridge

May 2025 Status Summary:
- General Contractor continues to prepare for mobilization and the beginning of construction. All critical materials and equipment have been ordered except for structural steel, which is pending a final submittal review from the design team
- The District has reviewed the latest revised Construction Schedule submitted by the Contractor
Project Manager’s Notes:
- The District and Design team approved the substitution of the electrical gear required for Oak Creek. Additionally, the substitution of the condensing units for all three schools was also approved. These changes were necessary to meet the project schedule
- Continued tracking of the material order for structural steel, which is still pending a submittal review
- The City has approved building and trade permits for all three school sites. A revision was required for the building permits due to the substitution of the condensing units; two out of those three revisions have been approved. The last revision is expected to be approved by the first week of June
April 2025 Status Summary:
- Continued pre-construction work, including submittals processing and contractor RFI’s
- Spring break investigative work completed as scheduled; additional investigation scheduled for the second week of April, scope included investigation of school roofs and existing structure
- Substitution of condensing units was required due to long lead time; new units will allow the district to complete the project on time
Project Manager’s Notes:
- Long lead time for Oak Creek’s electrical gear is no longer a concern after substituting the gear with the engineer’s and PGE’s approval
- Building permits: Oak Creek and Westridge are still pending, Hallinan has been approved
March 2025 Status Summary:
- Continued pre-construction work, including submittal review and RFI responses
- The contractor scheduled to complete some early investigative work during spring break. The mechanical subcontractor will confirm equipment measurements on site and access points, which will be utilized during construction

- The project’s master construction schedule is still pending, the contractor is working on modifications suggested by the district
