- A requirement for relocating a water main in Stafford Road has been determined through City permitting review. This will be a change to the contractor’s scope of work

Update: September 8, 2022
The Development Review Commission hearing was held in August. The hearing was continued at the request of Stafford Hamlet. The hearing continued on September 7, where is was approved 6-0. The decision will become final following the appeal period.
Project Updates
100% Design Documents have been received by the project team and the project will be moving into construction documentation. The City will be publishing a RFQ (Request for Qualifications) for prequalification of contractors for the project.
In May and early June 2021, public surveys with close to 300 responses showed a desire for a large facility, with clear preferences for:
- designs allowing the largest pool capacity
- plenty of space for recreational lap swimming
- a competition pool with the swim direction the same for both practice and meets
- adequate space for fitness classes
- adequate parking for all uses and events
Lake Oswego Recreation & Aquatics Center IGAs Authorized by City and LOSD
The Lake Oswego School Board authorized LOSD's Intergovernmental Agreements (IGAs) with the City of Lake Oswego relating to the construction and use of the Lake Oswego Recreation and Aquatics Center (LORAC) that will be constructed on the City's municipal golf course.
LOSD and the City entered into a Memorandum of Understanding (MOU) dated July 9, 2020, that outlined the general parameters of how the City and LOSD would share in the design, construction, and operations of the new LORAC building that is antipated to open in late calendar year 2023, including allocations of costs for those purposes. As the MOU only outlined general parameters, the IGAs detail the rights and responsibilities of each party, with a separate IGA for the construction that will lapse when construction is completed, and an IGA for the operations and use of the competitive pool that, with no changes or extensions, will terminate on June 30, 2043.
The Construction IGA addresses the mutually agreed upon facility including: 25-yard stretch competition swimming pool; warm water recreation pool; dry activity and exercise rooms; parks and recreation classrooms; parks and recreation offices; and cardio/weight room and gymnasium.
This agreement also addresses: equal allocation of all direct costs for the project up to a total of $30 million ($15 million each); methodology for allocating savings or additional costs; contracting responsibility and methodology; and allocation of internal project management responsibilities.
The Use IGA addresses the parties' share of operating costs and subsidies; responsibilities and funding for maintenance, repair, and replacement; and priority and scheduling of use of the various elements within the center.
